A USAF veteran and seasoned business and engineering executive, Tony brings more than 25 years of leadership experience across technology-driven organizations. He has held senior roles including CEO, President, COO, CTO, Executive Vice President, and Director of Engineering, and has founded and led multiple national and international startups. His industry experience spans the Federal, Financial, and Energy sectors, where he has guided clients in modernizing business models, improving operational performance, and executing complex transformation initiatives.
In recent years, he has focused on helping large organizations successfully traverse the complexities of enterprise-level transformations to achieve organizational strategic benefits and value using Strategy Management, Business Architecture, Product Management, Portfolio Management, Program Management, Project Management, Value Stream Management, Organizational Change Management, Lean, Agile, and other empirical frameworks. The heart of Tony’s approach is customer value creation, “having skin in the game”, and building trust with stakeholders across the organization.

Yuliya is a business transformation leader with over 20 years of experience integrating behavioral science, organization design, and change management to help organizations execute complex changes at scale. As Chief Behavioral Officer, she brings a distinctive blend of organizational design expertise, leadership coaching, and behavioral assessment capabilities grounded in evidence-based research and her doctoral training in Counseling/Behavioral Science (UTSA). She is the co-creator of the Patent Pending Delivery Intelligence Solution.
Yuliya has led organizational design and change initiatives across defense, federal civilian, financial services, and insurance sectors. Her recent work includes leading product operating model transformation at Pacific Life, deploying OKR frameworks for Air Education and Training Command, and redesigning organizational structures for federal financial management functions. She designs human-centered, data-informed interventions that improve culture, accelerate adoption of new behaviors, and deliver measurable outcomes.

James, a USAF veteran, has more than 30 years of experience as a nationally recognized enterprise architect and strategic advisor across defense, healthcare, and federal missions. He is the creator and copyright holder of the Aiken Unifying Enterprise Architecture Framework (VAu-1-170), which harmonizes DoDAF, FEAF, TOGAF, and Zachman with quality systems management and cloud architecture to unify complex technical and business environments.
James’s prior roles include Chief Engineer and Architect for SAIC supporting the Defense Counterintelligence and Security Agency, Chief Cloud Architect for the Army CIO’s Enterprise Cloud Management Office, and Chief Architect for the Joint Lessons Learned Information System (DoD JCS). He co-authored the Army CIO Zero Trust Reference and Infrastructure Architectures and has led modernization of the Military Health System’s IT infrastructure, managing multi-billion-dollar federal IT investment portfolios.
